This note was issued at a low point in Iraq's monetary credibility — by 2002, years of UN sanctions had gutted the dinar's purchasing power, and the Swiss dinar still circulated as a parallel currency in the Kurdish north at a significant premium. The Central Bank had no realistic mechanism to defend the official rate.
The dual dating — Hijri 1422 alongside the Gregorian year — was standard for Iraqi issues of this period, reflecting the Ba'athist state's careful balancing of Islamic symbolism with secular governance. The watermark remains the sole security feature, modest protection for a denomination that was nearly worthless at face value by the time of printing.
