Italian retailers' associations began issuing their own small-denomination paper tokens — fiduciari or buoni di cassa — during the coin shortages of the early 1970s, when the Italian government failed to produce enough specie to cover everyday transactions. Municipalities, cooperatives, and merchants' associations filled the gap. The Associazione Novarese Esercenti, the merchants' association of Novara in Piedmont, was among dozens of such bodies producing locally accepted scrip with no national legal standing whatsoever.
By 1977 the acute shortage had largely passed, making this a late issue — possibly printed to cover residual local demand or clear existing stock obligations.
