Forst (Lausitz) was a textile-manufacturing town in Lower Lusatia, and its municipal administration — the Magistrat — issued this 250,000 Mark note at the height of the hyperinflationary spiral of 1923, when Reichsbank notes were arriving too slowly and in insufficient denominations to cover basic daily transactions. Local authorities across Germany were legally permitted, if not always officially encouraged, to issue Notgeld as emergency liquidity.
Flemming & Wiskott, based out of Glogau, were among the more prolific printers of municipal emergency currency during this period. The dual signatures of Hellsinger and Dr. Kühn represent the civic authorization required to give the note nominal legal standing within the town's jurisdiction.
