South Ossetia has no internationally recognized central bank in the conventional sense — the "National Bank of South Ossetia" operates within a partially recognized state whose independence is acknowledged by fewer than a dozen UN members. These silver issues are produced for the collector market rather than any genuine circulation, effectively functioning as fantasy pieces dressed in the trappings of sovereign coinage. Hadji-Umar Mamsurov was a genuine Soviet-era figure: an NKVD general and Hero of the Soviet Union who led partisan operations behind German lines during World War II.
