The Azerbaijan People's Government was a short-lived Iranian revolutionary administration established in the northwestern region of Iranian Azerbaijan, not to be confused with the independent Azerbaijan Democratic Republic further north. This note is an overprint issue — a 25 Toman denomination stamped onto existing German 100 Mark Reichsbanknote stock, an arrangement that speaks directly to the improvised financial infrastructure of a movement that lacked both a mint and time.
The Reichsdruckerei supplied the base material; the overprint itself was almost certainly applied locally under far less controlled conditions. The political entity that issued it collapsed before the series saw meaningful circulation.
