Uzbekistan's first domestically printed banknotes came from GPO Davlat Belgisi, a state security printing facility established in Tashkent specifically to free the country from dependence on foreign printers — a deliberate policy choice following independence in 1991. The 1994 series, of which this is part, replaced the transitional Russian ruble-based coupons that had circulated since 1993. Getting to domestic production that quickly was not straightforward; most post-Soviet republics continued relying on overseas contractors well into the late 1990s.
The watermark remains the sole security feature — sparse by contemporary standards, but consistent across the lower denominations of this series.
