Somalia's early 2000s lunar series was a frankly commercial enterprise — the country had no functioning central government at the time, with the Transitional National Government only established in 2000 and controlling almost nothing outside Mogadishu. These coins were produced under licensing arrangements by foreign mints for the collector market, never seeing Somali soil in circulation.
