Somalia's mid-1990s wildlife coin program was issued during a period when the central government had effectively ceased to function — the state collapsed in 1991 and would not reconstitute in any meaningful form for over a decade. These pieces were produced under contract by foreign mints and authorized by the Somali National Bank in name only, with no functioning domestic monetary infrastructure behind them.
