Somalia's numismatic output in the early 2000s was dominated by foreign licensing arrangements — private minting houses contracted to produce collector-targeted issues bearing the Somali name largely because the country had no functioning central bank capable of managing a domestic coinage program. This piece is a product of that arrangement, not of any Somali monetary policy.
The Vatican connection is purely commercial. No papal authorization was involved.
