Somalia's coin output in the early 2000s was produced entirely under licensing arrangements with foreign minting firms — the country had no functioning central bank and no domestic mint. This piece is part of a broad series of collector-oriented issues authorized by the Somali transitional administration, whose actual territorial control at the time was minimal.
Collector issues of this type were struck predominantly at the B.H. Mayer's Kunstprägeanstalt facility in Germany.
