Somalia's 2000 marine series was issued during a period when the country had no functioning central government — the Transitional National Government wasn't even formed until August of that year. These pieces were produced entirely for the collector market by overseas licensing arrangements, a practice that became Somalia's primary source of numismatic output through the 1990s and 2000s given the near-total collapse of domestic institutions.
