Somalia's coinage in this period was issued not by a functioning central government — there wasn't one — but by regional authorities and private minting arrangements operating in the absence of state infrastructure. The country had been without an effective central administration since Siad Barre's fall in 1991, and coins bearing Somali authority from this era were largely produced for the collector market by foreign mints under licensing arrangements of debatable legitimacy.

The *Bounty* series capitalized on collector demand for nautical themes. None of these pieces saw meaningful circulation in Somalia.
