Samoa's Central Bank has issued commemorative pieces under the "Suan Ni" program in recent years, targeting the collector market rather than circulation — none of these silver-plated issues have ever been intended as spending money. The partially gilt finish places this firmly in the modern numismatic product category, manufactured for direct sale to collectors at a premium over melt value that the base copper core does nothing to justify on intrinsic grounds alone.
