Indonesia's first domestic paper currency series was issued in 1947 under the newly proclaimed Republic, printed locally under difficult wartime conditions while the Dutch were actively contesting Indonesian sovereignty in what Jakarta called the "physical revolution." The small-denomination notes in this series, including this 25 Sen, were produced with limited equipment and inconsistent paper stock — quality control was not the priority; simply having a functioning Republican currency was.

Surviving examples frequently show foxing and paper weakness along fold lines, a direct consequence of the printing materials available rather than subsequent mishandling.
