Pertjetakan Kebajoran was Indonesia's own state printing works, and by 1968 it had been producing banknotes for the republic for over fifteen years — a deliberate policy choice rooted in the early Sukarno government's insistence on domestic production capacity as a marker of genuine independence from former colonial printers. The engraver M. Sadjiroen was among the Indonesian craftsmen trained specifically to staff that facility.
The 1968 issue came in the immediate aftermath of the catastrophic hyperinflation that had consumed the previous rupiah series, with the 1965 monetary crisis requiring a full redenomination at 1,000-to-1. This 25 Rupiah note was part of the stabilization package under the new Suharto-era economic order, though low-denomination notes of this series typically saw hard use and survive in fine condition only rarely.
