Beschrijving voorzijde Printed entirely in red on white paper, the face is dominated by an intricate guilloche of interlocking foliate and scroll motifs forming an oval central frame. The numeral "25" appears in large letterpress type within a wreathed cartouche at the top centre, while the monogram "NRI" (Negara Republik Indonesia) is set in a circular medallion at the bottom centre. A rectangular panel at centre carries a multi-line legal text in Indonesian affirming the note's status as lawful currency under Presidential Regulation No. 1 of 1946.

The "Emergency Issue" designation here is literal. By mid-1948, the Dutch military offensive — the first "Politionele Actie" of July 1947 — had fractured Republican-held territory into isolated pockets, and central printing and distribution were practically impossible. Regional and local authorities issued their own currency out of necessity, which is why notes under the S-prefix series (S for "specialized" in Pick's classification) vary significantly in production quality and security features compared to the Jakarta-issued Republican notes.

Printed domestically under wartime constraints, paper quality and ink consistency are notoriously uneven across surviving examples — this is a known characteristic of the type, not a sign of damage or cleaning.
