Provinsi Sumatera issued its own notes in 1947 because the Dutch naval blockade was strangling the flow of currency from Java, leaving the Republican-controlled interior of Sumatra effectively cut off from the central Bank of Indonesia. These provincial emissions were a practical workaround, not an ideological statement — the Republic needed something its population could use to conduct trade while the revolution was still being fought.
The S-prefix in the Pick reference flags it as a local or provisional issue rather than a nationally circulated note. Surviving examples tend to show heavy handling; wartime Sumatra was not a place where banknotes were carefully stored.
