Punjab National Bank's travellers cheque program dates to a period when the Reserve Bank of India actively encouraged nationalised banks to issue their own travellers cheque instruments as a domestic alternative to foreign-brand products. PNB was among the earliest nationalised banks to do so. Security Printers of India, the Kanpur facility operated under government ownership, handled the production — the same press responsible for postal orders and revenue stamps, which explains the relatively conservative security feature set on early issues.
Specimen examples were retained for internal training and RBI audit purposes. Circulated examples of the 25-rupee denomination are uncommon; the value was considered inconveniently small for most commercial travel use within a few years of issue.
