The World Hindu Federation — Vishwa Hindu Mahasangh in Nepali — held its international convention in Kathmandu, prompting this commemorative issue. The timing was politically loaded: by 2005, King Gyanendra had dismissed the elected government and assumed direct rule, positioning the monarchy as the defender of Nepal's status as the world's only constitutionally declared Hindu state.
