Port Kunda, on the northern Estonian coast, was home to one of the oldest cement works in the Russian Empire, established in the 1870s. During the German occupation beginning in 1941, normal currency supply to industrial facilities in the Baltic was frequently disrupted, and some larger enterprises resorted to issuing their own scrip to pay workers — a practice tolerated rather than formally sanctioned by the occupation authorities.
The stamp constitutes the only security feature, which tells you exactly how local and short-lived the intended circulation was. Factory scrip of this kind rarely survived in any quantity; workers had every incentive to redeem or spend it quickly.
