Soviet war lottery bonds occupied an unusual position — technically debt instruments carrying a nominal interest obligation, but issued under conditions where refusal to subscribe was socially and professionally untenable. The 1945 series arrived in the final months of the war, with state finances severely strained by four years of total mobilization. Goznak's Moscow works printed the entire output, as they had throughout the wartime issues, under strict security allocation.

Lottery draws replaced regular coupon payments, a mechanism that lowered the guaranteed yield while maintaining subscription enthusiasm. Winners received cash; the rest waited until redemption maturity, which the Soviet government extended repeatedly after 1945.
