The Orenburg Branch of the State Bank began issuing local obligation notes in 1917 as central authority collapsed and regional financial networks fractured. This 25 Rouble note belongs to a wider proliferation of provincial issues across the former Russian Empire during the revolutionary period, when branch banks, municipal councils, and military governments alike printed their own paper to keep commerce moving.
Orenburg sat at a strategically critical junction — gateway to the Kazakh steppe and a flashpoint in the subsequent civil war between Bolshevik forces and the Cossack army under Ataman Dutov. Notes from this branch had an exceptionally short practical lifespan before the region changed hands repeatedly.
