The Northern Region Government in Archangel was established in August 1918 following the Allied intervention, with Nikolai Chaikovskiy — the veteran Socialist Revolutionary — installed as nominal head. The regime depended entirely on British military and financial backing, and its currency reflected that precariousness. These notes were a stop-gap measure for a government that never controlled territory much beyond the White Sea coast and lasted barely two years.
P#S141 belongs to the broader category of Russian Civil War provisional issues, most of which circulated under severe duress alongside Tsarist, Kerensky, and Soviet notes simultaneously — a monetary environment where public trust in any paper was essentially nonexistent.
