One of dozens of emergency regional issues that flooded the Russian Far East during the Civil War, when the State Bank's branch network effectively fragmented into autonomous local operations. The Nikolaevsk-on-Amur branch printed its own series in 1918 as Bolshevik, White, and foreign interventionist forces cycled through the region in quick succession — the town changed hands repeatedly, and whoever held it needed something to pay with.
Nikolaevsk-on-Amur is better remembered today for the massacre of 1920, when Bolshevik partisan forces killed most of the town's population and burned it to the ground. Notes from this branch rarely surface in any condition.
