Mineralnye Vody, a small spa and railway junction in the North Caucasus, was one of dozens of Russian municipalities forced into emergency currency production after the February Revolution collapsed central monetary supply chains. The Provisional Government never solved the change shortage, and by late 1917 local administrations were printing their own scrip simply to make commerce function at all.
The Mineralovodskoe Gorodskoe Samoupravlenie notes circulated through a period of violent political turnover — the region changed hands repeatedly between Whites, Reds, and local forces between 1918 and 1920. Most examples were destroyed, lost, or rendered worthless almost immediately after issue.
