The Amur Regional Exchange Note was one of dozens of local emergency currency instruments issued across the Russian Far East during the Civil War period, when central banking authority had completely collapsed and Bolshevik, White, and foreign-backed administrations competed for control of the region. Chita, Vladivostok, and Blagoveshchensk each produced their own paper during this period, with little coordination and no guarantee of interchangeability.
The S1219 designation places this squarely in the Harmon/Pick regional Russian issues — a notoriously difficult series to attribute with precision, given the chaotic conditions under which these notes were authorized, printed, and withdrawn.
