Pick 43 is the last 25-Rouble note issued under the State Bank before the Provisional Government began reorganizing currency authority following Nicholas II's abdication in March 1917. The design had been in continuous use since 1899, which means the printing plates were well-worn by this point — late impressions show noticeably softer definition compared to earlier runs of the same series.
Circulated examples are common; uncirculated ones less so, largely because the economic chaos of 1917 pushed nearly every available note into active use before the Bolsheviks introduced their own emissions the following year.
