The 1947 Soviet monetary reform was one of the most abrupt currency confiscations in European postwar history. Announced on 14 December 1947 with only days for exchange, it invalidated all existing notes and imposed punishing conversion rates on larger holdings — ten old roubles to one new, with ceilings on how much could be converted at parity. The stated goal was to drain wartime black-market accumulations; the practical effect fell hardest on rural households who had kept savings in cash.

Within this series, the "16 scrolls" designation distinguishes a specific guilloche variant from the rarer "15 scrolls" type catalogued separately under P#226 — a distinction that matters more to specialists than the denomination itself.
