The 1947 Soviet currency reform was one of the more punitive monetary resets of the postwar period. Citizens had ten days to exchange old rubles at a rate of ten-to-one for amounts above a modest threshold — a measure explicitly designed to wipe out wartime black market profits and undeclared savings. Notes issued in this reform, including this 25-ruble denomination, replaced the wartime series at a stroke.

The "15 scrolls" designation distinguishes this from the 16-scroll variant of the same year — a minor design difference with real catalog significance, as the two types were produced in overlapping print runs and are frequently confused.
