Beschrijving voorzijde Central field features the large Arabic numeral ٢٥ (25) in bold raised relief, occupying the majority of the coin's face. An Arabic legend reading حُكُومَة عجمَان وَتوابعُهَا (Government of Ajman and its Dependencies) curves along the upper periphery, flanked by two small six-pointed stars. The English legend GOVERNMENT OF AJMAN & ITS DEP curves along the lower periphery. The entire design is framed by an inner beaded border running continuously around the circumference.

Ajman, smallest of the Trucial States with a population barely exceeding 4,000 in 1970, financed much of its early government through an aggressive commemorative coin program aimed squarely at foreign collectors rather than local circulation. These pieces were legal tender in name only. The "Rashid Bertrand Russell" series paired the name of Ajman's ruler, Sheikh Rashid bin Humaid Al Nuaimi, with notable world figures — a marketing formula common to the small Gulf sheikhdoms in the years immediately preceding UAE federation in 1971.

Russell had died in February 1970, just months before this issue. The timing was almost certainly opportunistic.
