Syria's 1974 coinage was produced during a period of reconstruction following the October War of 1973, when the Assad government was simultaneously managing war debt, Soviet military loans, and a sharp expansion of state infrastructure. The "no stars on shield" distinction separates this from a concurrent variety, KM#108, making die attribution more than a collector's footnote — the two types were struck in the same year, possibly reflecting an unresolved design revision mid-production.
