Syria's coinage of the late 1970s was produced under the Baath Party government of Hafez al-Assad, who had consolidated power following his 1970 coup and was actively promoting a modernized national identity through institutional symbols. The 1979 issue falls during a period when Syria was economically strained by its military expenditures following the 1973 Yom Kippur War and its deepening involvement in Lebanon.
The qirsh denomination had been steadily losing purchasing power through the decade. By 1979, 25 qirsh bought little in practical terms, and these coins circulated hard.
