Sudan issued this piedfort in 1978 to mark the 15th Assembly of Heads of State of the Organisation of African Unity, held in Khartoum that July. Piedforts of this series were produced in multiple metals as collector pieces rather than circulation strikes — the copper version sits at the bottom of that hierarchy, above only the standard issue.
The OAU itself was in considerable internal tension by 1978, with disagreements over the Western Sahara question having already fractured bloc unity the previous year.
