Grimma's Amtshauptmannschaft — the Saxon district administrative authority, not a municipality — issued this note during the acute small-change shortage of 1918, when hoarding of metal coinage had stripped everyday commerce of anything below the Mark level. These Kleingeldersatz notes were a bureaucratic stopgap, authorized locally rather than by any central banking authority, and their legal tender status rarely extended beyond the issuing district's borders.
The format is almost absurdly small even by Notgeld standards — a product of wartime paper rationing as much as anything else.
