Hamm's 1921 Notgeld issues belong to the second wave of municipal emergency money, produced as hyperinflation eroded small coin from everyday commerce. By this point the Reichsbank had effectively ceded the low-denomination space to local authorities, and hundreds of German towns printed their own solutions.
