This note was issued by the Amtshauptmannschaft Dresden-Neustadt, a rural administrative district rather than a municipal authority — one of thousands of sub-state bodies across Germany that stepped in to address the chronic small-change shortage that plagued the early Weimar years. Silver and copper coins had largely vanished from circulation by the end of the war, hoarded or absorbed into wartime metal drives, and the central government was in no position to plug the gap quickly.
Krey und Sommerlad of Niedersedutz was a regional printer with no particular prestige in the Notgeld trade, and it shows — these district-level issues were purely functional, produced to move through local markets and post offices rather than attract the collector speculation that already surrounded the more elaborately designed municipal series by 1920.
