Berneck im Fichtelgebirge is a small spa town in northern Bavaria, and its municipal authority began issuing Notgeld in 1917 as small-denomination coins vanished from circulation — hoarded by the public and consumed by wartime metal demands simultaneously. The Himmer printing house in Augsburg was a natural choice for Bavarian municipalities needing emergency currency quickly; the firm had the capacity and regional connections to handle short-run civic commissions without the delays plaguing printers closer to industrial centers.
The official stamp as the sole security feature reflects how thin the forgery threat was perceived to be at this scale — nobody was counterfeiting 25-Pfennig municipal scrip from a Fichtelgebirge spa town.
