Municipal savings banks across the country stepped in to fill the vacuum left by withdrawn metal coinage, and this is a product of exactly that scramble — local institutions issuing fractional denominations that the Reichsbank had no interest in printing.

Selmar Bayer was a Berlin-based printer active in the Notgeld trade, producing runs for numerous small municipalities. The 25-Pfennig denomination was among the most commonly needed for everyday transactions at the time.
