Pattern coinage for the German Imperial series was typically produced at the Berlin mint under tight Reichsbank oversight, with proposed denominations often killed at the bureaucratic level before any public release. A 25 Pfennig denomination had no place in the established Imperial fractional system — the series jumped from 20 to 50 — which almost certainly explains why this piece never progressed beyond the pattern stage.
