Patterns for a 25 Pfennig denomination in silver were explored in the late Wilhelmine period but never advanced to circulation — the denomination itself had no practical home in the existing coinage structure, wedged awkwardly between the 20 Pfennig piece and the half Mark. This 1908 piece almost certainly originated from the Berlin Mint as part of an internal review of the subsidiary silver series, a process that generated numerous trial strikings that quietly entered private collections through official channels over the following decades.
