Wilh. Sauer was both issuer and printer here — a printing house in the small Thuringian town of Roßleben that simply ran off its own emergency currency during the Kleingeldnot of 1919, when coin shortages after the war left towns and businesses scrambling to fill the gap with locally produced Notgeld. The Tieste reference Brm#6210.05.16 places it firmly within the documented Roßleben issues, suggesting the series was catalogued from surviving municipal or commercial records rather than wide circulation evidence.
Self-printed Notgeld from commercial printers carries an inherent production conflict — Sauer essentially set their own denominations and printed to their own standard, with no external oversight.
