Uelzen's municipal savings bank — the Sparkasse — issued this Notgeld piece during the acute small-change shortage that followed Germany's postwar economic dislocation. Coins had essentially vanished from circulation by 1919–1920, hoarded or melted, forcing hundreds of local authorities and institutions to print their own fractional notes. The Sparkasse had the institutional credibility and administrative structure to make such issues practical at the town level.
At 47 × 33 mm, this is among the smaller Notgeld formats produced — barely larger than a postage stamp, which created real handling and printing challenges.
