Helgoland's status as a duty-free zone and its small, isolated population meant that mainland German coins drained away quickly through trade — notgeld like this filled the gap left by chronic small-change shortages that plagued Germany through the early Weimar years. The Spar- und Leihkasse, the island's savings and loan cooperative, had both the institutional standing and practical necessity to issue it.
Köbner in Altona printed a significant volume of northern German notgeld during this period, which likely kept unit costs low for small issuers like this one.
