Bad Driburg's cooperative savings and loan bank — a Raiffeisen-model institution serving a small spa town in the Teutoburg Forest — joined the wave of municipal and quasi-municipal notgeld issuers in 1921, when coin shortages and postwar monetary instability left ordinary commercial transactions grinding. Louis Koch of Halberstadt was a prolific regional printer who handled notgeld contracts for dozens of small Westphalian and Saxon issuers during this period; the workmanship is competent but strictly utilitarian.

The 1921 date places this in the later "inflation notgeld" phase rather than the earlier 1914–1918 emergency issues, when local authorities had already normalized the practice of self-issued small denomination paper.
