Rabatt-Spar-Verein translates roughly as "discount savings association" — a cooperative retail scheme common in German working-class communities where members accumulated stamp-based rebates redeemable against purchases. Vaethen and Tangerhütte are adjacent settlements in the Stendal district of Saxony-Anhalt, and this note reflects the severe small-change shortage that gripped Germany through 1921 as postwar inflation eroded the practical utility of metal coinage. Local merchants and cooperative bodies plugged the gap with Kleingeldersatz of their own issue.

Zimmer & Munte of Magdeburg were a regional commercial printer, not a specialist security house, which is consistent with the modest production quality typical of cooperative-issued notgeld from this period.
