Lichtenhorst was a German prisoner-of-war camp in Lower Saxony, and like many such installations in both World Wars, it operated an internal canteen currency to prevent prisoners from accumulating Reichsmarks — hard money that could theoretically fund escape attempts or bribery. These camp pfennig notes exist in a legal gray zone: issued by a military administration rather than any banking authority, they were redeemable only within the wire and worthless the moment a prisoner left the camp by any means.
The DeNG reference places this firmly within the documented German necessity and camp money cataloguing tradition. Two known varieties (797.1 and 797.2) suggest at least one reissue or paper change during the camp's operational period.
