Wittingen is a small district town in Lower Saxony, and its Kreissparkasse — a county-level savings institution — issued notgeld like hundreds of other local bodies during the hyperinflationary spiral of 1921–1923. The Reichsbank's inability to print small-denomination coinage fast enough to keep pace with collapsing purchasing power forced municipalities and savings banks down to the Pfennig level, which is itself a telling detail about how far the crisis had penetrated daily commerce by 1922.
These Kreissparkasse issues rarely had wide distribution beyond their own administrative district.
