Herzlake is a small Catholic village in the Emsland region of Lower Saxony, and the Katholischer Kaufmanns-Verein — a Catholic merchants' association — was precisely the kind of local commercial body that stepped in during the 1921 small-change crisis, when coin shortages left everyday retail transactions nearly unworkable across Germany. Notgeld at this scale was as much a community trust instrument as a monetary one; it circulated only among people who knew the issuer personally and could reasonably expect redemption.
Emsland parish-based commercial notgeld of this type was rarely printed in large quantities, and institutional dissolution in the Weimar period meant redemption records were seldom kept.
