Harburg-on-Elbe was an independent city until its absorption into Greater Hamburg in 1937, and its Handelskammer — the local chamber of commerce — was among the hundreds of German municipal and commercial bodies that stepped in to fill the small-change vacuum during the 1921 inflationary period.
