Göttingen's Chamber of Commerce issued this note during the acute small-change shortage that followed Germany's post-WWI economic dislocation — municipal and commercial bodies across the country were printing their own Kleingeldersatz because the Reichsbank simply couldn't keep fractional coinage in circulation fast enough. The printer, A. Schwarz of Lindenberg im Allgäu, was a regional jobbing house in the Allgäu that fulfilled similar commissions for numerous issuing bodies throughout Baden-Württemberg and Bavaria during this period, which occasionally makes attributing undated proofs to specific issuers difficult.
Handelskammer notes generally saw short, intensive local circulation before being redeemed and destroyed once coin supplies stabilized in the early 1920s — survivors are typically heavily handled.
